What are the little extra bits for?
In the pack there is the main roll of bar tape, some sticky tape to do the ends, but there is also a couple of seperate short strips of the bar tape, maybe 10cm long?
I tried the fount of all knowledge but it doesn't seem to mention it. http://www.parktool.com/repair/readhowto.asp?id=71#tips
it goes round the back of the brake-lever, covering the clamp

and it is mentioned on the Park website, just a bit hidden and not illustrated
"There is often a small piece included with the tape used for the brake lever. Pull the brake housing cover away from the bar and place the tape over the back of the lever."
Whats going on with the clingfilm on those bars??? 😕

It's not clingfilm. I think it's gel padding, stuck onto the bars.
