The drop liner in my jacket annoys the hell out of me, looks like it just attaches at the cuffs hem and neck. Shall I just snip it off? Will it ruin the jacket?

what kind of jacket?
if it's a breathable then it may affect the effectiveness of the fabric
also will it make it uncomfortable against the skin

It's an old Berghaus Goretex. TBH never wear it against the skin anyway, and I find myself not using it, as the liner bulks it all up, and rucks up under my arms.

the liner can help prevent the shell getting saturated from the inside but i reckon you'll be fine
