as per title really, been searching for the last hour or so and cannot find an answer and videos I have found on youtube do not show either

Stems never come with those - the top cap comes with the headset, and spacers you get separately.

more money to spend as my answer stem came with 2 spacers and a cap - but have sold it as needed something shorter -
