Does anyone know of any off the shelf bikes, particularly 29er, that comes with Hope hubs laced to ZTR rims?

Though, the price is taking the absolute piss, £160! When you can buy the rims for £120 a pair at full retail... and they don't need to supply you with the original Mavics either so they make a second saving... And they're already £3100 yet come with fairly cheapo mavic rims fitted so you're basically paying extra to bring them up to the quality you should probably have been able to expect anyway). Orange upgrades generally take the piss on price but these set a new "high"

Some Whyte's used to - a quick look suggests that the T129 Works has Hope hubs with WTB TCS tubeless ready rims which very similar to Stans I think.
Some of the other Whytes have 23mm Carbon rims which are tubeless ready which sounds pretty good at the price point.
Santa Cruz do options with Hope & WTB which are better IMO eye letter and still tubeless compatible but cheaper and less tight.
New Rocky Mountains do
Cannondale have started using ZTR Rapid (like a beefed up Crest) rims on some of their 2014 models. Certain Flash and Scalpel variants have them.
Kona Process 111 DL
Norco do some models with these as standard.
