Why is the seat stay connected to the dropouts with a bolt?

Stronger, easier and cheaper way of bonding the seat stays to the dropout than just a bond. It's basically a high-tech version of the old steel frame pin and weld manufacturing technique. It will be bonded as well.
Colnago still make their rear ends like this too, so it is in good company.
