A couple of questions that I couldn't find the answers to:

1) Is it law or just recommended that you have a bell on your bike?
2) Can bikes use a dual carriageway where the max speed is the National Speed limit?

1) It's a legal requirement that bikes are sold with a bell and reflectors. You can stand outside the shop and remove them and not break the law!

2) Yes but why would you want to?!

There's a section of DC that I ride that's maybe 500m long that links some other worthwhile roads (mtn bike on the road with winter tyres whilst the weather was foul just keep the mileage going) so I just wondered.

Unless it's specifically prohibited then yes you can use them. Some sections have specific restrictions, like the A720 Edinburgh Bypass, but these will always be signed.
