I have a paulmilnes team cross sl (I believe this is the same frame as the x-wing and empella bonfire)
anyway my steering felt a little 'gritty' so I took everything apart, cleaned and regreased the ball bearings.
after putting it all back together the steering seems stiff. (the wheel will not simply flop and turn on its own)
is this common after regreasing bearings or have I assembled it wrong?
(I have to say there where a lot of seals, washers, cups etc and the whole thing looked really outdated.
to be honest I cant see how this type of headset can keep the elements out (especially in cross racing)
You have either got it back together wrong, or overtightened the stem cap so the bearings are binding.
Steering should be easy, (as you say flop from side to side under it's own weight) but with no fore/aft play with the brake on.
The most likely candidate is that you did up the top-cap too tight before clamping the stem?? If that doesn't sort it, then I reckon you'll have to take it apart again and check everything is in the correct order.

If you've ruled out the top cap tension, a new one may be easier/not too expensive. They come out of the box stacked up in the correct order so fitting should be fairly easy. Get the same type then you shouldn't have the problem of replacing the crown race on the fork and if the old headset is not too far gone you can put it back in the box as a spare.
Most manufacturers have manuals on their websites. Just go looking for it.
One thing I have discovered with FSA headsets is that sometimes you require internal spacers to make them work correctly - something my argon18 cx frame/ forks didn't come with.
