So I found a ti frame in my area for really cheap that has some seat stay damage. I have access to some great ti repair and welders and have decided the best route for this frame would be to completely remove the old tube and weld a new one on. Currently I'm stuck with which tube was used and what manufacturer supplied it. Also if anyone knows the frame maker that would be cool to know.
