My 'skinny' choice for 700x28 on my commutey/CX is currently Conti GP's. Wired, Black Chilli and cheap as chips. I took a punt on them last year after habitually running knobblies. I was astounded at the improvement around town although probably shouldn't have been. Everything was suddunly so much awesomer. Lean angles, stability, rolling resistance and braking all suddenly massively better.
So, I'm almost through a set and wondering about what next. Am I likely to see a similar step improvement from the GP4000 s2's for the (nearly double) price difference?

No. The Grand Prix (afaik) is essentially a gp4000s compound on a gatorskin carcass. Ride quality not as good, but tougher so probably a better commuting choice.
