Hi,
What's the deal with buying a bike off someone who got the bike last year on the cycle to work scheme? Does the company own the bike or the individual who is selling it?

The company owns the bike until the user has paid a "transfer fee". This might be after 12 months though many are now 36 months (as that means the bike then has zero value). If the user hasn't made that payment and you buy it, you'd be in receipt of stolen goods.
