I have a Planet X Uncle John run with kinesis disc forks and BB7s, Bonty 29er wheels. Deore/Tiagra/Ultegra mix. 32c slicks in spring/summer/autumn, 35c spikes in winter. All the mounts you could possibly want, cavernous clearance (I can even leave the mudguards on with the spikes and not jam the wheels in claggy snow).
I've got a Genesis Day One which is ace, but it doesn't have separate eyelets for mudguards and a rear rack. Only stipulation missing as far as I can see, (well on the Alfine version anyway).

I bought a Voodoo marasa from Halfords* for £350.
* apart from the bottom bracket shell not having any grease in it (bb was fitted dry) it was built quite well
Specialized Tricross would be my choice - I did 2 years @ 40km a day all weather on mine.
Liked it so much I got it made in Titanium
look at Kona Dew Drop for something uber cheap that fits the bill, have to be last year's model but plenty still around.
i've been commuting on a Pompino for the past 4 years, sometimes it could do with a little more tyre clearance but a Pompetamine would certainly tick all the boxes for you.
Got a Croix de fer, tyre clearance isn't massive though the Small block 8's I have had on it have been perfect all year so far.
One not on the list:
I got a Cube Hooper Alfine a year and a bit ago. Alu all round, very chunky build ( its quite heavy really ) . Alfine 8spd for dirt reliability and alfine discs.
Has full rack / mudguard mounts. Currently has 37x700c tyres on it and has about 7to8mm clearance on each side of the chainstays with more clearance on the seat stay and front forks ( mudguards not currently fitted )
Now currently looking at swapping the front hub out to an XT dyno hub with an LED light upfront. Getting cheesed off at the battery re-charging lark. Just want to get on it and ride it. I dont need blazing sunshine for the commuter.

I pretty much have an identical bike for commuting. what mudguards do you use? I am having dificulties with getting some decent ones for mine.

Pompetamine either SS or with an Alfine ticks the boxes. I have a geared commuter, very similar to ADH's, based on an Airbourne Carpe Diem frame and a Pompetamine with an Alfine 11 - both with discs. Pompetamine is defo proving the weapon of choice now summer is fading - it just keeps going!
My winter commuting bike is a Focus Wasgo. No disc brakes (and certainly not at all cool) but otherwise fits the rest of the OP's requirements. It was certainly cheap (cost me about £250 using the CTW scheme four years ago - RRP was around £450 I think). 8sp hub, front dynamo hub, rack, guards etc all included. All I've changed is the handlebars (had swept-back Euro-town-bike style things that I didn't like - put straight ones on) pedals and saddle (had a nicer one in my stash). Change the fork and a front disc could of course be fitted if required. It's been extremely reliable with minimal maintenance, considering I only use it in the winter. Not sure if the new Wasgo frame will work with SS though - they only seem to sell a derailleur version now so it may have vertical dropouts.
marionheck - my mudguards are some cheapy SKS thermoplastic jobs that were standard equipment on another bike I had. They're not great, but they do the job well enough.
The one issue with the Uncle John is as there is no chainstay bridge to bolt the 'guard too, if flaps about. No bridge means better clearance and no corrosion/collection of detritus, but the 'guard moves about taking the paint off the stays.
anotherdeadhero - i had SKS on it and have 4 lovely patches of no paint on my seatstays now - oh well. looks liek it was not jsut me then, i ended up zip tieing them on hard to stop them from scratchign more away, but mine were not as long as yours, will have anotehr hunt around.

the planetx uncle john looks good, and a couple of 100e less than the whyte. Tho, i'd be looking a buying a new fork for it, so about the same overall.

Been using a mk1 Pompino with an alfine (135mm rear spacing) for the last 2 years to commute with no bother.

I bought it when I was doing about 9 miles to work (and 9 miles back) every day. Changed jobs, so I don't need it now.
Presently got 2" tyres in the 50mm mudguards, I'm sure you could run 38c ice-spikes no probs.
Fits all your requirements and more (dynamo lights?). Except maybe "cheap"...
Mountain bike with road tyres and mud guards.
Cheap, comfy and reliable. Easy to control on snow and break easily when cold fingers can't put cx/roadbike brakes hard.
Loses out on speed but your distance is low.
If it was 25km then a cx bike.
26 inch wheel but my genesis IOID has done everything from commuting to being my strathpuffer bike. great bike
