can the position of the bottom jockey wheel be moved? (ie rotated?)

Mine is not in line with the chain. Looking at it from above, the front of the jockey wheel assy is further away from the rear wheel than the back, if that makes sense. So the chain sometimes doesn't run onto it properly in some gears.

Sounds as if the bushing inside may be worn out, does it slop about on it's pivot? I've also seen them get twisted on their metal sleeve that houses the bushing, probably better to put a new one on if this is the case.
We are talking about just the bottom jockey only,are we? If it's the entire mech twisted then it could be a bent mech hanger or your mech could be worn out(usually play where the cage fits onto the body for this case).

Sounds like a bit of a bent mech to me - have you whacked it - i.e. deep sratches on it - might tell you - a jockey wheel which is worn shouldn't be out ot line it would just be a bit wobbly?

As coatesy sugggestions sounds like it could be the hanger out of align or a combination of a bent mech as well.
Even if not - still an excuse to get a new essential hanger aligment tool just to check - one of those tools which is a must have + soon pays it's self back. Cyclus do a good value one for about £20.

I took the whole derailier off last might and I think the hanger might be slightly bent. Not sure how - I don't remember ever clouting it. I will look at another one today to see if I can compare it to mine.

those Gear Hanger Alignment Tools
should only be used on steel frames,
can't/shoudnt do it to an ali mechhangers,
if its ali its replaceable instead

What absolute tosh + rubbish! 😯

Of course you can use them on alu hangers - obviously care must be taken and if an alu hanger is very bent it is sensible to replace. But even then you will still need to check the alignment as more often than not there are never 100% inline.
