Nope, definitely mudguards, the triangular arm that goes onto the seatpost was sticking out.
The first one I saw made me think the lady had broke it, the others seemed to have a similar set-up.
It's possible our 2 year old had been on a secret fixing session when I had my back turned and therefore they actually were broken.

It's the one with the outdoor tables with the little canopy over them. On the corner of the lane upto Castle Crag if I remember rightly. They sell nice cake.
