If you zoom in to the 25k scale you will see its a sort of double track.

Dots like that mean it's a right of way "of sorts" - usually a permissive byway or something like that. They rarely (IME) indicate anything with lower rights than a bridleway, so are usually fair game 😉

What Drac said. Check with local authority is you want to know what restrictions there are. Or google streetview!
