I don't know what the proper name is, but it's like taking a standard inner tube, cutting it, and then sealing off the cut ends.
So you can take it out without removing the wheel.

looking for a 700c version now as I reckon it would be pretty handy for my new commuter which had nutter 700c wheels, it's save me having to lug about a 15mm spanner.
