I have a titanium frame & when I try to unscrew the bottle cage mounting bolts, the bolts just turn freely without unscrewing. I’m guessing there screwed into some sort of plug that’s turning in the frame tube. Its happening to all four mounting bolts (2x downtube,2x seattube).
Has anyone any idea how I can get them out?

they'll probably be screwed into rivnuts.
Personally, I'd send the frame to a frame builder for them to remove (probably drill out) the old bolts and fit new captive nuts.

might be that the bolts are not threaded the whole way up the shaft. Try grabbing them with pliers, pulling up and turning?

Yes, tried pulling & turning but its no good, they just go round without coming out.
