Pinching a tiny bit of carbon just seems so insufficient for the braking forces I expect to be going through the calliper and onto the thin bit of frame?

It'll snap - the designers won't have thought of that or tested it.

He's right, frames aren't actually designed to have brakes that work, it's just so they comply with BS Regs, it's like those SPD cover things with reflectors.
