It appears they've passed it on to another agency. Lance is far from off the hook in terms of sporting reputation. It's just less likely that he'll go to jail.

From what I've read over the last few months he was guilty as f*ck, however they just didn't feel they had enough evidence to be able to prove he defrauded the US Government, only enough to prove he probably doped, so better to drop the case than to lose and look bad. Bury the story on Super Bowl weekend.
Hopefully USADA will have access to the evidence gathered - Lance's highly paid legal team and superior resources will prob rip them to shreds though.
