Yes, he'll be fine. I took my cx bike with 24mm tires last year - only 'cos my no1 bike won't take 24nmm tires.

Fontmoss where are you coming from? Six of us are riding it from the Woburn area. Rode it last year on a crosser with 23s. If its wet this year it'll be epic.

We're talking about 2 different events here;
HONC is full - it's in the Cotswolds.
HOTN is ?? - never heard of it before, but it's probably not full.

Hell of the North is actually the rider's name for Paris-Roubaix, but HOTN also has UK offshoots such as HOTND (North Downs), HONC, HOTN(rapha) etc.
