I'm no expert but I think you put an @ before their name, for it to show on their profile.
You can mention anyone (@) and it'll appear on their feed. You can't direct message someone unless they follow you (afaik).

An @ mention won't automatically show up in their feed if they are not following you, they have to check their mentions list in order to see it.
yeah, it shows up in the mentions section. I thought they had to be following you as well for them to receive anything. I think though if they follow you as well then it all appears on your wall [?]
It will show up in their mentions list regardless of whether they follow you or not but will only show in their normal feed if they follow you
Where and when it shows up depends on how they're reading. Different clients do different things.
