Genesis Latitude is available as frame or complete bike. It's 590mm TT in 17.5" frame and 69 degrees so don't know if it's close enough to what you're after but I'd suggest it's worth looking at perhaps?
Got a Mondraker Vantage the other week and it has made me smile more than any other bike in years. I use it as a do all bike but it flys down and goes between the downs pretty well. Well worth a try!!
Stanton Switchback. Has a 64° ha static with a 140 fork...now thats slack even if you put a 120 on it!
Soul 275...69° with a 120 fork but thats sagged so should be around 68° static

Funnily enough I've just invested in an Infiniti AKA frame. Runs a 68 degree head angle and has a long top-tube. It's 580 on the small size frame and 613 on the medium, but it's meant to size quite small and be chuckable (as I nderstand it anyway). Can take up to 150mm forks, but is best with 120mm - 140mm. Difficult to find reviews on it, but the two I did find (Bikeradar and a bikeshop - links below) were very complimentary. The frame (incl headset) can be picked up for £300 at Winstanley cycles. I'll be building it up in the next week or so, if you can wait until then I'll let you know what I think. Certainly the frame looks like a well construucted and well finished piece of kit.
