No, I guess it is small boy physique in that Contador is 176m and 62kg but I would not call him skinny. I'm not sure that the photos give any idea of scale. The chest area is not an area they need muscle nor the upper body really, Contador's thighs are on the large size and his arms, while not in weight lifting territory, are not skinny.
Paco Mancebo is short and quite stocky, nowhere near skinny.
Carlos Castaño is quite a big lad.
Dani Moreno, short.
Perdiguero, short and stocky.
Pedro Delgado, in spite of his name, is short and quite stocky.
Sastre, small and not well built, but not skinny.
Etc, etc...
EDIT: This is coming from my 1.80m 68kg frame and could be considered a question of perspective too. 😛
Roadies can be slight in the body but their leg muscles would fill those shorts.

Thor is big. He is 13st 1lb apparently and only 6' in other words i think you will find this is on the borderline of overweight on the bmi scale
