ok not the usual question but... a road frame with a 19inch top tube and a 21inch seat tube...
how would you size that, a mediumish one or smallish one?
mans or womans size?

Going on Toptube size (centre to centre?)19" corresponds with about 49 cm so thats small
But 21" is nearer 53/54 cm which tends to be a medium size.
Sounds a bit uncoventional- is this an older frame?
Is it a newer frame with an extended seattube?

no. it is old and 19inch wasnt c to c so prob nearer 20inch c to c on the top tube?

Older frame sizing used to be called, jokingly 'Gate' style - f'rinstance a 56cm c to c toptube frame would have a 56 c to c seattube, with minimum amounts of seatpost showing ( very different to today)
The frame you've got sounds the small side of medium.
