On chain reaction in the 29" tyre section I see there are tyres marked as 28" and 29".
Is this trying to convey the "depth" of the tyre from the rim ?
I take it they both fit on 700c rims ?
I know there are also 650c rims but presumably there arent any offroad tyres for them ? unless thats what 28" tyres are.

Nah, just some companies called them 28" and some 29".
Both will fit 700c rims.
