Thinking of upgrading my shifters, I have 9 speed at present, and it appears all the good offers are on 10 speed. I don't want to go 10 speed at present, may consider it as stuff wears out... but can you run 10 speed shifters on a 9 speed SRAM setup ? I guess you dont shift as far !

No you can't, different pull ratios.
