It is to provide a conduit for removal of particles and bacteria frmo the lungs.
Swallowing it is fine, it goes into the stomach which will digest anything nasty in the muccous.

Swallowing too much of it when you have the likes of a cold can cause gastro-enteritis.

Not too bad, so long you warm it up first. Getting the last bits of dregs out of the cup can be difficult though
