He was probably in the middle of an evening 10 mile Time Trial - they do 5 miles out, 5 back. Or maybe it's the course of a 10m TT and he was just practising.
They're time triallists, a far weirder sub-group even than roadies!

He was probably reeling you in for the last mile and couldn't resist following you, once he got ya he turned round to rejoin his normal route
