    I’ve registered at my new house and received a letter last week saying that we are on the electoral role. However, we’ve not had any polling cards delivered.

    Can we just turn up at the polling station with proof of ID and the letter?

    …and before anybody says "Phone the council" I have tried, but I guess that they are busy.

    You don't need to the card to vote. Turn up with ID and stuff and you'll be fine. I've forgotten my card in the past and been able to vote without too much hasstle.
