I’ve stayed in these before. I’m pretty sure the whole site is dog friendly and it’s a short walk over the dunes to the sea, the sea.

The headland hotel in Newquay has self catering cottages/lodges. Not sure if they allow dogs, but the hotel does so I would assume so.
