Went to fit my Topeak pannier rack to my new bike today and couldn’t find the bolts that screws into frame.
Does any know where I can get spares?

Any fixing place. Screwfix will probably have some, or failing that pop in your local bike shop as they prob have a draw full of odds and ends.

Not necessarily. Stainless is not as strong as an 8.8 bolt even an a4 70 stainless bolt. Lower shear strength too.

Plenty of sellers on Ebay. Worth buying a bundle of stainless M5 bolts, in various lengths. They are useful for most fittings on a bike.
eg Kay’s Fasteners are good. http://www.ebay.co.uk/itm/5mm-M5-A2-STAINLESS-STEEL-CAP-SCREWS-ALLEN-KEY-HEX-SOCKET-HEAD-BOLTS-DIN-912-/182159220974
