Say an internal rim width of 22mm running a 37-40mm tyre at 70psi…will it blow off the rim?

    Anyone tried it?

It’ll be specific to the tyre and rim combo – IME it’s more down to the fit of the tyre on the rim rather than the rim – most rims are plenty strong but some tyres have big variation in bead fit, particularly higher volume ones.

My Schwalbe pro one and light bike hookless road rims are holding up just fine at those pressures. I’d probably go for a little less pressure in the width of tyre you mentioned.
