I appreciate this is a local issue but I think the principles are relevant nationally.
A picked up a leaflet for this at the TdY at the weekend.
Basically, they want to tarmac a stretch of disused railway line (already a bridleway) for “walkers, cyclists and riders” to use as an alternative to the busy A58 valley road.
I ride this road regularly. Personally, I’d rather mix it with the cars on the A58 than with peds and their stupid dogs on the greenway.
Also – you can already walk, cycle or ride on the bridleway. Yes, it’s cut up in places. Would it really be an improvement to level and surface it?
