The frame I’m selling on ebay has just been brought. However the winning bidder has just contacted me to say that it was a fraudulant bid.

How do I go about re-listing without having to pay anything?

Sounds like he changed his mind. If it is a ‘fake’ bid, he needs to report it to ebay

Either way he’s not going to confirm payment so I need to relist. How do I go about doing that without having to pay for it.

Either he reports to e-bay that his account has been hacked or you report him as a non-paying bidder. I think that’s the only way of being able to relist without incurring fees
