Any thoughts or guidance on whether you can book 4 adults rather than 2 adults and 2 kids when booking a package holiday online?

Noticed that there is a big difference in total price due to 'under occupancy' when selecting a 1 bed apartment in an aparthotel. Much cheaper to book as 4 adults

Does anyone still use package holidays?? Just pick up the phone and ring the hotel, then get on a plane.
