    The UK Government lists £14bn of VAT refunds as receipts in its budget. This is money they claim back from the goods and services they purchase, right?

    I’d imagine that its returned money from where they have paid VAT on goods or services that are ether exempt from VAT or its a refund set against their Tax allowance?

    but I’m far from an expert in these things!
