You often see with street furniture that the local authority budgeting in the first year covers the initial cost to install plus a commuted sum for x years to cover inspection and maintenance, the reason they do this is so that the future cost burden is considered early in the process and true cost over the lifetime fully funded, father than installing something then not being able to look after it.

That’s why, for example, a grit bin costs a couple of grand, as the accounting covers the cost of ten years refilling it.
