    Can I use a retro Specialized (80's) chainset with a 9 speed chain and front mech?

    doubt it – the chain rings may well be too wide if they were for 8 speed originally – the chain will tend to 'stick' to the rings. You could fit new rings and it'd be fine as the actual ring spacign didn't change between 8 and 9 speed (you can use 9 speed chainsets with 8 speed setups.

    actually, if it's 80's it might be 7 speed and I'm not sure on chainset spacing for those.

    It was originally used on a 6 speed! That was a step up from 5.
