It's a lump of metal, an unguided rocket that was used as a delivery system for the warheads, and this one doesn't even have the propellant, it's inert, pretty much a non-story, i'd be worried if it was a rocket found with 70 year old propellant in it.

Seen loads of stuff as gate guardians or displays, bloodhound seems to be used a bit, sure i've seen one in someones garden around Somerset as well, same with other missile systems, they go out of service and inert models are used or sold off, same as old aircraft.

Hitile is just a marketing word, two main fuzes are proximity and impact, both are guided in the missile world, it's just the design of the effect that differs, prox warheads are to cover an area to increase potential damage to target, impact is there to cause kinetic energy damage and a smaller warhead to cause internal damage usually in the missile role.
