I’m converting my old Tinbred into a commuter and want to put on full length mudguards and a rack but the frame has no rack mounts. I’d rather not use the ones that go on wheel axles as it’s a pain to get the wheel out.

Can anyone point me in the direction of some suitable clips or something to mount on the frame?

I wouldn’t bother trying to put a rack on with P clips. Mudguards will work fine though.

Look at tubus stuff.  they have a variety of racks that fit without eyelets and you can get a seat clamp that has eyelets for the top mount

P clips are a pretty rubbish solution IME
