Can anyone direct me to any construction and use guidelines, rules, regulations etc. For pedal cycles?

Mainly interested in what makes a bike safe and legally roadworthy.

I started reading that. Before my head started to spin I read about braking being required on two or more front wheels, and two or more rear wheels. I recall a picture of a bike referred to as a 'hen and chickens', with five wheels. Does anyone know of more?

There have been some amendments to that, for electric bikes, see the
Pedal Cycles (Construction and Use) (Amendment) Regulations 2015/474.
