It was thought up by a local councillor who lives nearby, who wanted to stop kids playing football there.
So it serves a purpose in that respect, as nobody goes there anymore.

My local favourite is an oldie but goodie. Peterborough Regional Pool. Built with the express intent of bringing international swimming competition to the city. They built the pool 1m too short... Just dig it out and extend it a bit you say? Good idea. Bugger! We built the pool on the first floor...
