it could be a toast rack, we have no way of telling what the scale is.

I'm going to take a wild guess that it's a bike rack on the basis that:

a) it was asked on a bike forum
b) it's lying on tarmac

Halfords sell them, the 3 (or 4) bike one cost about £25...going back several years now...
