Do the sellers have to provide “safety certificates “ for gas and electric?

Not that I recall in England when we sold ours.

Buyers pay for survey and any additional checks they want to have done.

No at least not in England and Wales. Seller offers the property up and the prospective buyers commissions any surveys or reports that they want. The only thing the vendor really has to provide is an EPC.

They are usually requested. I had to provide them when selling a while ago but we've just bought something and the solicitors said it was good practice to protect us but ultimately it was our risk that it might need a re-wire etc.

The buyers might want to see that any building regs signoff was done for works completed to gas and electric (especially significant stuff like new boilers, rewires etc), and recent servicing records for boilers, that kind of thing. But the vendors don't HAVE to supply anything other than an EPC. Saying that, not providing reasonable information that the buyers request won't help a smooth sale, it's about balance really.
