IWL scooter but I'm not sure which series.
Made in East Germany by Industriewerke Ludwigsfelde and can go for 4 grand to a collector.
Possibly a SR 59 Berlin or a TR 150 Troll 1.

Sorry was a motorcycle enthusiast back in the 90's lol.
If you get one cheap, they are nostalgic and going up in price.
