You'd be hard pressed to find any laptop that doesn't meet those criteria. Got anything more to go on? Size? Budget?

Somewhere like ebuyer is a much better bet than PC world.
But really you first need to decide between laptop or desktop, you'll get a better machine for your money with a desktop, and they are easy to replace parts if something fails, and obviously with a laptop you have the portability which a desktop doesn't offer.
Not sure they are available now, but there were good deals on HP G4 250s with 128GB SSD in the summer for ~£300. What the drive lacks in storage space was more than made up for in speed, for such a cheap laptop.
VGA port? gumtree is your best bet
Most (all?) laptops have some sort of video out, and adapters can be had.
