With some wheel spacers or preferably better offset wheel with a bit of dish it might not look so terrible.

Or is it just broken?

To be fair, I have seen, and driven far worse vehicles, in just about every way possible! My then cheapskate boss replaced two basic Fiestas with two of these:

My ax was the only car i will ever exceed the maximum speedlimit in the handbook.

That thing must have double the base weight.

The Mega won the Andros Trophé ice racing championship in 1994. They now make little utility vehicles you'll see in many French towns and some other odd-ball stuff:

To be fair that thing looks a whole lot better in a colour other than white. There's a pic on wikipedia that doesn't look too bad at all.

In a southern Europe hot and dry environments, cool. Wet and dreary Huddersfield, not so much

Yup, limited to 45kmh. They're now up against the Citroën Ami and a start up I've forgotten the name of which are EVs rather than clattery diesels.
