I remember being in Delhi about 20 years ago and it looked like that. I think that at the time that the normal smog levels were exacerbated by the weather being so still the air wasn't clearing.
But that looks horrible.

Sadly it's a reflection on the state of a once proud nation. Sixty years ago we could produce our own London Particulars but now, like everything else, they're made in China...
