It strikes me that he can't of being doing much logisitical overseeing whilst training on that smelly planet with Yoda.
Then there's the whole funding thing... where were the Rebels getting their finance and what contractor was responsible for manufacture and maintenance of the X Wing fleet?
He was just some poor sap who was kind enough to contribute his powers to the cause. Bloody good job he did too, though he never seemed to get much in the way of material rewards.
