The jungle drums on this are that in the short term it's to fire up his base and to distract from impending healthcare votes and Russia scandal.
In the longer term they're trying to make this a hot issue for the Mid-terms so the Democrats have to go into blue collar areas defending Transgender military personnel rather that talking about healthcare and jobs.
It's cruel, cynical and depressing, I just wish it was surprising.

This - I can't believe it's anything other than a cynical political move to enthuse his supporters and get the liberals worked up about something different to distract them - something which isn't an issue they should be fighting elections on.
