from my observations recently on holiday in the area there seems to be a cycle path running most of the road, if you class that as 'off-road'
Another alternative might be, out to Threlkeld on the sustrans route (goes over the hill now until the bridge is repaired) over the road to pick up 'the old coach road' to Dockray. Then either ride over the Kirkstone pass, all road or from Brothers water up to High Street and follow the roman road down to nearly windermere and up to ambleside (should add I've never ridden this route so cannot comment on how cycleable it is just suggesting these as possible, since no-one else is commenting)
